SOLAR PHOTOVOLTAIC GENERATING FACILITY IN PRINCE GEORGE’S COUNTY,

MARYLAND

NOTICE OF SECOND PUBLIC COMMENT HEARING

The second public hearing in the above-entitled matter is scheduled for Monday, February 3, 2024, at

6:00 p.m., at The Town Hall of Upper Marlboro located at 14211 School Lane Upper Marlboro,

MD 20772 concerning Croom Road Solar, LLC’s application for a certificate of public convenience and

necessity to construct a 5.0 MW solar photovoltaic generating facility in Prince George’s County,

Maryland (the “Project”). The Project is anticipated to occupy approximately 25 acres of the 40-acre

property associated with Tax Map 0110, Grid 00A3, Parcel 0153, located at the intersection of Croom

Road and Route 301 (Crain Highway), Upper Marlboro, Maryland.

The hearing will begin with a presentation of the Project by the Applicant, followed by a presentation by

the Department of Natural Resources, Power Plant Research Program, the Maryland Office of People’s

Counsel, and the Technical Staff of the Public Service Commission of Maryland as to their

recommendations regarding the Project, if any. Members of the public may attend this second public

hearing in person to listen to the presentations by the Parties and to provide comments about the Project.

Written comments on the proposed Project may be submitted electronically or by first class mail on or

before February 7, 2025. Comments submitted electronically must be submitted through the

Commission’s Public Comment Dropbox, which can be accessed through the Commission’s website at

www.psc.state.md.us. Instructions for logging into the Public Comment Dropbox are located under the

“Tools” section of the Commission’s website under the “Make a Public Comment” tab, which can be

accessed via the following link: https://www.psc.state.md.us/make-a-public-comment/. Commenters

utilizing the Public Comment Dropbox are required to complete a one-time registration. Comments

submitted by first class mail must be addressed to: Jamie Bergin, Chief Clerk, Maryland Public Service

Commission, William Donald Schaefer Tower, 6 St. Paul Street, 16th Floor, Baltimore, Maryland 21202.

All comments must include a reference to Case No. 9743. Only one copy is required.

This project will generate energy by harvesting solar power using photovoltaic panels.

FAQs

Will this project create a noise issue?

After construction, this facility will not generate any noise affecting neighbors.

Is this project going to release anything harmful?

This will be an unmanned facility that does not generate noise, dust, emissions or traffic.

Was the project site something else before?

This project will be built on a previous mining site. Renewable Properties is also working through the Maryland Department of the Environment (MDE) Voluntary Cleanup Program (VCP) to address contamination on this site.

Will this harm any of the natural ecosystem present?

This site will be screened from Croom Road by the natural vegetation on the site. A pollinator field will be planted below the panels to increase pollinator habitat and biodiversity.
